EU Mobile Roaming Charges

Thanks to new roaming rules, the cost of making and receiving calls when abroad in the EU is now substantially cheaper than it was back in 2007, when the European Union first started to tackle excessive roaming charges.

International calls are going to get even cheaper from 2017, as EU citizens travelling to any of the 28 member countries will be able to use their mobile phone without having to pay roaming charges.

What are EU Roaming Charges?

European Union roaming regulations apply to the 28 members of the EU plus the three non-EU members of the European Economic Area (Iceland, Liechtenstein and Norway).

Mobile operators can charge travellers to European members states up to1:

  • 19 cents (14p) a minute for outgoing calls
  • 5 cents for incoming calls
  • 6 cents per text message
  • 20 cents per megabyte of data downloaded, on top of their normal tariff.

From April 2016, fees will be capped at:

  • 5 cents per minute for calls
  • 2 cents per SMS text
  • 5 cents per megabyte of data, excluding VAT

From 15th June 2017, the surcharges will be scrapped.

Why has this move happened?

The European Commission has often raised the issue of high roaming charges within the European Union.

In 2005 they first started to tackle the issue of excessive roaming charges and over the years they have strived to highlight the issue.

The recent agreement to centralise the way telecoms are regulated in Europe follows two years of negotiations.

However, roaming providers will be able to apply a 'fair use policy' to prevent abusive use of roaming.
